Ebay sounds good, but unless it is brand new it would probably not be a very good idea to buy anything from there, unless they have pictures of every piece of the halter. you want to make sure that it looks okay, like no rips or cracks or anything.

If I were you, I would try garage sales. If you can find one somewhere, depending on where you live. Now I know you people must be like “what she just said don’t try ebay”, but that isn’t really what I said. I just said to be careful if you buy one from there. Really though, garage sales are better because then you can look over the halter completely before buying it. Or put a listing in the paper.

Try your local Fleet Farm, Farm & Fleet, Tractor Supply Company, or a related type of store. Brand new would be the best way to go, cause those halters will be in the best condition.
