I had this problem with a yearling colt. I found a safe place to tie him. For me it was a large tree branch. When he would rear, I would take him to the tree and leave him. At first he would struggle like crazy and paw the ground. When he got tired and stood still, I took him off. If he reared again or acted up it was back to the tree. It didn’t only took an afternoon for him to get the message. I left him there for some long periods and even when he stood still I would let him stand for awhile, until I was ready to get him. This also taught him to stand tied.
